As a Recruitment Specialist with the Human Resources Division, you’ll play a critical role in helping agencies across state government attract and hire the talent they need—especially for hard-to-fill and high-demand positions. In this role, you’ll partner closely with agency HR teams to troubleshoot recruitment challenges, develop targeted strategies, and ensure every job posting is accurate, compliant, and compelling. You'll bring a creative mindset to designing outreach materials, planning recruitment events, and marketing career opportunities that make a difference across the state. You’ll be part of a team that supports agencies across the state, ensures recruitment processes run smoothly, and helps deliver a positive experience for applicants, hiring managers, and agency HR professionals. Human Resource Contact: Lindsey Galindo / 307-777-6798 / lindsey.galindo@wyo.gov ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level. • Manage full-cycle recruitment processes, including reviewing and approving requisitions, ensuring alignment with classification specifications, developing scoring plans, and supporting agencies from job posting through final candidate selection. • Serve as a strategic partner to agency HR teams by advising on recruitment approaches, navigating challenges, and identifying solutions to improve applicant flow and hiring outcomes. • Collaborate with the recruitment lead to develop and implement sourcing strategies for in-demand and hard-to-fill classifications. • Create and maintain engaging recruitment materials, outreach campaigns, and online content that connect job seekers with public service opportunities. • Represent the State of Wyoming at job fairs and recruitment events; build relationships with external partners, schools, and community organizations. • Act as an administrator and subject matter expert for NEOGOV Insight and OHC, supporting configuration, troubleshooting, reporting, and continuous improvement efforts. • Train HR staff and hiring managers on recruitment best practices, compliance requirements, and effective use of the applicant tracking system. • Audit and monitor recruitment processes for accuracy, consistency, and adherence to policies; ensure postings are properly closed and documentation is complete. • Recommend updates to job descriptions, minimum qualifications, and supplemental questions based on current workforce needs and market trends. • Assist with enterprise-level recruitment initiatives, process improvements, and special projects to enhance overall talent acquisition strategies statewide. KNOWLEDGE: • Knowledge of full-cycle recruitment practices, including requisition review, job posting, applicant screening, and compliance with classification standards. • Skill in developing creative recruitment marketing and outreach strategies, including partnerships with schools, universities, and community organizations. • Strong interpersonal and communication skills for effectively collaborating with agency HR teams, hiring managers, and applicants. • Proficiency with NEOGOV Insight/OHC or comparable applicant tracking systems, including user support and troubleshooting. • High attention to detail when reviewing job content, scoring plans, and system data for accuracy and consistency. • Ability to interpret class specifications, analyze recruitment data, and train others on recruitment systems and processes. MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in Human Resources) Experience: 0-3 years of work experience (typically in Human Resources) OR Education & Experience Substitution: 4-6 years of work experience (typically in Human Resources) Certificates, Licenses, Registrations: None PHYSICAL WORKING CONDITIONS: • Primarily sedentary work performed in an office or home office environment. • Prolonged periods of computer use and screen time. • Frequent use of email, phone, and video conferencing platforms. • Occasional in-person meetings or training may be required. • Periodic travel to job fairs, recruitment events, or agency locations within the state.
