Job OverviewArch Systems is seeking a Finance Manager with 5+ years of experience in federal government contracting (GovCon) to lead project financial management and support key contract administration activities across a portfolio of federal IT service contracts. This role is responsible for project budgeting (EACs/ETCs), financial reporting, indirect rate management, and supporting the full contract lifecycle, including subcontractor oversight, contract modifications, and direct interaction with federal customers. The ideal candidate brings a strong financial background and a working knowledge of contracts, compliance, and federal acquisition. Key ResponsibilitiesProject Financial ManagementLead development and ongoing management of Estimates at Completion (EACs) and Estimates to Complete (ETCs). Track project budgets and actuals; perform monthly variance and burn rate analysis. Monitor funding obligations, project profitability, and contract ceilings. Partner with Project Managers to ensure financial alignment with contract scope and performance. Budgeting, Reporting & AnalysisPrepare project-level and organizational budgets and forecasts. Deliver monthly financial reports including P&L statements, cash flow analysis, and margin tracking. Assist with quarterly and annual financial close processes and reconciliations. Maintain internal financial dashboards and KPIs to inform leadership. Contract & Subcontract SupportSupport the full contract lifecycle, including funding modifications, option years, extensions, and closeouts. Assist with drafting and managing subcontractor agreements, onboarding documentation, and invoice validation. Track and manage contract deliverables, POPs, CLIN structures, and funding ceilings. Ensure compliance with FAR, DFARS, and agency-specific acquisition requirements. Compliance & Audit ReadinessPrepare and maintain DCAA-compliant records, indirect rate packages, and incurred cost submissions (ICE). Support readiness for DCAA/DCMA audits and respond to audit requests. Ensure ongoing compliance with federal financial, tax, and acquisition regulations (e.g., IRS, Treasury, DCAA, DCMA). Systems & Accounting OperationsManage or oversee accounts payable, receivable, payroll, and GL entries. Utilize financial systems such as QuickBooks, Unanet, Deltek, or Costpoint. Support indirect rate tracking and NICRA submissions where applicable. Cross-Functional Collaboration & Customer InteractionCollaborate with Contracts, Business Development, HR, and Delivery teams to align finance and execution. Support proposal pricing, indirect rate planning, and labor category cost modeling. Interface directly with federal customers, including Contracting Officers (COs), CORs, and auditors, to discuss funding, financial reports, deliverables, and compliance. Represent Arch in customer meetings and external reviews with professionalism and accuracy. QualificationsBachelor’s degree in Finance or Accounting required; CPA strongly preferred. Minimum 5 years of financial management experience in a GovCon environment. Proven experience managing Benefits Administration including healthcare, 401(k), and other corporate benefits programs. Deep understanding of contract types (FFP, T&M, CPFF, IDIQ/GWAC). Demonstrated experience with EACs, ETCs, and federal budgeting practices. Working knowledge of FAR/DFARS, DCAA requirements, and subcontract administration. Proficiency in QuickBooks and ERP tools such as Unanet, Deltek, or Costpoint.
