Department: Proposal Location: BID Description TeleSolv Consulting has an immediate opportunity to work with the Federal Government as an SME IV. This is a remote position based in Alexandria, VA. Duties / Responsibilities • Provide expert retrospective and prospective contract data analysis and recommendations for contract optimization using advanced planning and forecasting models/strategies, implementing industry and government best innovative practices • Lead in the implementation of strategies for an agency's enterprise-wide acquisition program for Information Technology Hardware, Software, Intellectual Property, and Services • Assist in the development of an acquisition service delivery model for liaison organizations • Develop continuous process improvement initiatives to accelerate acquisition package production for information technology products, services, cyber, and intelligence • Providing thought leadership to acquisition recommendations and acquisition Strategy guidance • Providing expert guidance, direction, and recommendations for multiple IT acquisitions • Guide and coach government teammates, Integrated Project Teams (IPT), project managers, and stakeholders in drafting all documents of an acquisition package, including SOW/PWS/SOO, Acquisition Plan, Market Research, Independent Government Cost Estimates (IGCEs), and required justifications. • Working knowledge and proficiency in Federal Acquisition Regulations, Dept. Of Homeland Security Acquisition Regulations (HSAR), and Coast Guard Acquisition Procedures (CGAP). • Expertise/experience in the following areas: • IT Acquisitions • IDIQ contracts with Task and Deliver Orders • Small business contracting • Major System Acquisition • Acquisition documentation and analysis • Acquisition strategies • Category management • Using Best-In-Class and strategic sourcing vehicles • Acquisition lifecycle management (pre- and post-award) • Best value and Lowest Price Technically Acceptable (LPTA) evaluation methods • Drafting source selection plans and technical evaluation reports using agency-specific templates • Conducting detailed research and analysis of raw contract technical data • Reading and interpreting acquisition policy, regulations, and directives • Organizational change management to implement a long-term and far-reaching acquisition strategy • Leading or being a member of a team of acquisition and non-acquisition professionals to solve acquisition and project management-related problems to achieve mission success • Other acquisition-related duties as needed Minimum Requirements: • U. S. Citizen • Active Public Trust clearance, or the ability to obtain and maintain one • Bachelor’s degree in Contract Management, Business Administration, Acquisition Management, or related field • FAC-C Professional or equal, or DAWIA Level III certification • Ten (10) years of experience in managing and leading government or industry IT acquisition efforts with a focus on achieving strategic goals and performing the following tasks: • Developing and implementing an Enterprise Acquisition Strategy, including category management, and selection/using best-in-class and strategic contracting vehicles • Establishing a matrixed acquisition support services model for an organization • Providing Acquisition recommendations and Acquisition Strategy guidance (thought leadership) • Independently drafting all elements of an acquisition package, including SOW/PWS/SOO, Acquisition Plan, Market Research, Independent Government Cost Estimates (IGCEs), requirements management practices, and justifications • Communicating effectively, both orally and in writing • Conducting detailed research and analysis of technical data • Reading and interpreting acquisition policy, regulations, and directives • Using Microsoft applications: Word, Excel, PowerPoint, Outlook, Teams, SharePoint Preferred Requirements: • Ability to draft statements of work, performance work statements, statements of objectives, work orders, service level agreements, organizational level agreements, system specifications, and acquisition plans, and Information Technology Acquisition Reviews (ITAR) • Ability to conduct detailed research and analysis of technical data • Ability to read and interpret acquisition policy, regulations, and directives • Demonstrated proficiency in Microsoft Office 365, Microsoft Project, and Microsoft SharePoint About TeleSolv: Join the TeleSolv Team on our mission to provide quality and unparalleled service to our clients.
