The Office of Economic Development and Competitiveness (OEDC) partners with local, regional and international economic development agencies, companies, site selectors and decision makers to strengthen communities and grow Washington's economy through increased exports, investment, retention and expansion. The Agricultural Innovation Sector Lead works within the Industry Sector Development Program (ISDP) Unit of OEDC. This position serves as the agency and state lead to support the development and expansion of the forest and cannabis product industry, which will result in forest and cannabis products sectors' business recruitment, retention and expansion. The position will also support rural economic development efforts with a focus on agritech and agricultural innovation, which overlaps multiple industries, requiring coordination and leadership in a burgeoning sector for the state. It will necessitate senior level policy analysis, development and implementation and will work directly with forest products', cannabis products and agritech industries. The position supports state rural, forest and cannabis products and agricultural innovation efforts and the agency's goal to increase Washington's share of high growth, high employment, and traded sectors. Duties Washington's Industry Sector Economic Development Program's primary mission is to grow and strengthen communities through statewide industry sector strategies. While every industry has unique needs and ways of accomplishing their vision for growth, the Industry Sector Development Program focuses our efforts across three common efforts: • Fostering Collaborative Public/Private Partnerships • Growing and Diversifying Washington's Industry Sectors with a Strong Business Climate • Encouraging a 21st Century Workforce Ready to Meet Industry Needs The Agricultural Innovation Sector Lead is responsible for developing and implementing agency and state policies that support the development and expansion of forest and cannabis products and the agritech sectors, and will closely interact with public and private industry leaders in the respective sectors. The essential functions of the position are to: • Utilize the rural strategy, the state's economic development strategy and related documents to develop and implement the state's strategy to build the forest and cannabis products and the agritech sectors, which will result in fostering more businesses recruited, retained and expanded in this field. And therefore, result in more jobs as well. • Work with economic development policy leaders to gain a shared policy direction related to forest products, cannabis products and agritech. • Serve as the agency and state point of contact for forest products, cannabis products and agritech industry organizations. • Work directly with the forest products, cannabis products and agritech industries to recruit, retain and expand in Washington. • Speak on behalf of the agency and the state on forest products, cannabis products and the agritech industry (and related topics). Qualifications Required Education, Experience, and Competencies. • Bachelor's degree in engineering, sciences, biotechnology, economic development, business or a related field. • Minimum five years of experience in public policy or one or more of the sectors. • Strong written, verbal and presentation skills. • Ability to work with a wide range of stakeholders. • Sensitivity to public attitudes and concerns. • Ability to understand and balance diverse rural, forest products and economic development perspectives. Preferred/Desired Education, Experience, and Competencies. • Master's degree/PhD or other related professional certifications strongly desired. • Previous experience working in a legislative or public policy environment. Work From Anywhere In Washington State This position may be located anywhere within Washington state though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required.
